The Salaries of the Higher officers in
HongKong
were
increased 35% in 1890, & in 1894
Exchange Compensation was added, which at the
present rate of Exchange means
a further addition
of 20% of their Salaries. I do not think we need local Committee as proposed in 23176
to consider how far the cost of living has increased
as I remember that the similar Committee which sat in 1889 goes
help.
We have recently in
a
little
regarded
the
services of Hong Kong the Straits Setts and the F.M.S.
& as part of that policy a few months Salaries in the native State
were revised so as to
be brought on to a level with the Straits Setts.
A similar gradual
assimilation of Salaries between Hong Kong the Straits was proposed in last para: of
Despatch on 23710 to take effect
as far as permitted.
It is possible that the cost of living at Hong Kong is
somewhat greater in Hong Kong than in the Straits,
as here averred, but it would be difficult to
adjust Salaries exactly
in proportion to the cost
of living & therefore I would not take that
